Success Regime initiative

The Success Regime is a national initiative that was first announced in the NHS

Five Year Forward View in 2015. The aim is to support areas with deep rooted and

persistent pressures, where financial deficits and service shortfalls create serious

challenges for health and care in the future.

Mid and South Essex is currently on of the three success regimes in the country. This

Regime set an overall plan for change on 1 March – it has two main groups of work:

1. Local health and care

2. Hospital care

The vision for the next five years includes:

– Joined up health and care with the development of ‘localities’ which bring together

GP, Community, mental health and social care work in clusters of 40,000-50,000


– Outpatient tests and treatments

– Records and plans for people with identified health risks to be supported by a multi

disciplinary team

– Early treatments and new services that avoid having to go into hospital

– Each hospital provides most of the hospital services that people need

– Hospitals are designated for different types of care, e.g. one hospital is designated

‘an emergency hospital with specialised services’.

– Specialities work as one across three sites

The detail of what is being planned is yet to be published but consultation with

the public is due to start in November. A Service Users Advisory Group is being

established with representation from Southend (SAVS will be part of this) – the key

roles are:

1. To advise on actions plans and methods for engagement

2. To advise on materials for communication with local people

3. To help promote awareness and engagement in the work of the Success Regime

through connections with other groups and networks in local communities.

We will keep you updated regarding the consultation and urge you to get involved to

ensure the needs of your service users are met in this new system.

Prior to the public consultation there will be a series of workshops taking place – in

Southend this is 20 September from 6-8 pm at Saxon Hall. If you wish to attend
